The Town’s Proposed 2018 Budget continues focusing on the key priorities of public safety and infrastructure.
Specifically, the budget includes $2 million to operate and add 12 staff for Fire Station 152, which will open next year in Crystal Valley, and adds five positions to the Police Department. It also includes road improvements at Founders Parkway and Allen Way and Founders Parkway and Crowfoot Valley Drive, and at Wolfensberger Road and Plum Creek Parkway/Coachline Road. Improvements to the Town’s water system also are built in, with no rate increases being recommended for existing customers. No tax increase nor new taxes are planned, either.
The public is invited to learn more about the proposed budget at an open house that’s scheduled from 6 to 7:30 p.m. Tuesday, Aug. 29, in Council Chambers at Town Hall, 100 N. Wilcox St.
The $241.2 million budget was introduced to Town Council and the community Aug. 15 and will be heard by Town Council on first and second readings on Sept. 5 and Sept. 19. Public comment is welcomed at those the hearings, which begin at 6 p.m. at Town Hall.
The budget includes $102.3 million for capital improvements, debt and transfers between funds and $125.2 million for operations. Proposed capital improvements include transportation initiatives totaling $20.53 million.
In addition to public safety and infrastructure, the budget emphasizes these priorities:
- Maintain strong Parks and Recreation
- Support economic development
- Manage Town finances conservatively
- Strengthen our unique community identity
The budget provides for property tax revenue growth of 5.5 percent, as allowed by the Town Charter. This means the Town’s property tax rate for 2018 will be equal to or less than the 2017 rate of 1.473 mills, which totals $39.61 in annual Town property tax on a home valued at $373,254, which was the median home value in Castle Rock as of May 2017. Adoption of the 2018 property tax mill levy is expected to occur in early December.
