The new underpass meets current Americans with Disabilities Act (ADA) and bicycle facility design guidelines and provides connections to Colorado Avenue and other adjacent bicycle and pedestrian facilities, as well as bicycle parking and improved landscaping, lighting and signage. It replaces the previous bridge crossing of Foothills Parkway, which was built in 1978 and at the end of its service life.
Construction of the new underpass began in September 2019 following a community engagement process to help determine its design. The underpass provides a more direct, accessible crossing of Foothills Parkway, with less-steep slopes than the previous bridge, and improves connections to nearby bike and pedestrian routes, including to nearby Park East Park. It also features natural landscaping using local stone, energy-efficient LED lighting and wayfinding signage.
Community members can fill out a questionnaire to provide their feedback on the new underpass at https://www.beheardboulder.org/capital-improvement-projects. The community is also encouraged to share photos or videos of the completed underpass on Twitter and tag the City of Boulder using the handle @bouldercolorado and the hashtag #FoothillsUnderpass.
