Legal Notice – Request for Proposals (RFP) for Pavement Condition Index Update 2020

The City of Peoria’s Engineering Division will accept sealed submittals to the Office of the City Engineer, Public Works Department, 3505 N. Dries Lane, Peoria, Illinois, until 11:00 a.m., Thursday, January 30, 2020 for establishing a contract with a qualified firm to assist the City in collecting, processing, and updating the Pavement Condition Index (PCI) for City streets and providing the Pavement Condition Index Report. A voluntary pre-submittal conference will be held on Wednesday January 22, 2020 at 11:00 AM, in the Peoria Public Works Conference Room at 3505 N Dries Lane, Peoria, Illinois 61604.

It is the City’s intention to award a contract for these services to the best qualified firm. Each firm will be considered and ranked by a Selection Committee based upon the criteria listed in the RFP document. The City will then enter in to negotiations with the top-ranked team, to establish a detailed scope of services and costs for services. Should the top-ranked team and the City of Peoria not be able to reach an agreement, the City will notify the team with the second highest ranking and will enter in to negotiations with that team following termination of the prior negotiations.

The Request for Proposal document can be downloaded here or see below. Submittal firms should submit five (5) hard copies of an original proposal and one (1) electronic copy of a Statement of Interest and Qualifications.

All teams contracting with the City of Peoria must have current certification through the City’s Equal Opportunity Office. Compliance with the Illinois Prevailing Wage Act is required under this contract. The City of Peoria reserves the right to reject any or all proposals, to waive technicalities and informalities in accordance with the Statute.
