Jean Moreno Appointed to Lead Performance and Data Analytics Programs
GLENDALE, Ariz. – Glendale City Manager Kevin Phelps has appointed Jean Moreno to be the director of the newly formed department of organizational performance. The formation of the new department allows the city to have a more direct focus on governing with data and evidence that will serve the community.
“Jean has extensive history, knowledge and understanding of operations citywide and brings a true passion for advancing organizational change for the betterment of the people we serve,” said Kevin Phelps. “Throughout her tenured career, Jean has earned a reputation of getting things done for the organization and citizens of Glendale, building relationships of trust, tackling complex issues and collaborating to implement solutions. Her commitment to understanding through dialogue and engagement is what we need to continue making Glendale better and I am excited to expand our commitment to delivering results that improve lives.”
As the director of organizational performance, Moreno will oversee a wide-ranging body of work including managing a comprehensive organizational performance program, cultivating a data and analytics culture, making city data consumable and actionable, using data for program evaluation, repurposing programs and resources to drive results, continuing the advancement of the Balanced Scorecard, leading cross-functional innovation teams, pursuing What Works Cities certification, and leading enterprise-level projects.
Jean Moreno joined the city of Glendale in 1995 and has served in a diverse array of leadership positions to fulfill a variety of organizational needs. Her experience includes managing multidisciplinary project teams, implementing process improvements, technology implementation, contract negotiations and management, economic development, citywide operational planning for national events, stakeholder engagement and leading the development of the city’s Balanced Scorecard Strategy Map – the first strategy doctrine to be formally adopted by the City Council.

Jean Moreno has a Bachelor of Science degree in Management from Western International University and a Master of Public Administration (MPA) degree from the University of Southern California Sol Price School of Public Policy. Jean grew up in Yuma, Arizona, and has lived in the valley since 1992. She and her husband Terry have been married for 27 years and have two sons.
